Ark Energy is looking for an experienced and results-driven Public Relations Officer to represent our organization in Baku, Azerbaijan. This role is designed for a professional who excels in managing relationships with key stakeholders, particularly government entities. The ideal candidate will work flexibly, without fixed hours, and will be evaluated based on Key Performance Indicators (KPIs) focused on developing rapport and setting up / coordinating high-level meetings with key stakeholders in the public and private sector in Azerbaijan involved in the Decarbonization strategy, Energy Efficiency, Green Financing and Digitalization (of Energy Management).

 

Core Responsibilities

• Build and maintain strong relationships with government bodies, officials, and regulatory authorities to facilitate communication and collaboration
• Act as the primary liaison between the company and government entities, ensuring compliance with regulations and fostering partnerships
• Organize and facilitate high-level meetings, events, and forums to introduce and advocate for the company’s offerings and services
• Develop and execute effective lobbying strategies to influence public policy, legislation, and regulatory frameworks to improve project acquisition opportunities for Ark
• Actively identify and create opportunities for partnerships and joint initiatives with government entities and other stakeholders
• Monitor and analyze legislative developments, identifying potential impacts and opportunities for engagement.
• Develop and implement PR communication strategies to enhance the company’s reputation and public image
• Prepare and disseminate high-quality press releases, speeches, and public statements tailored to government and institutional audiences
• Monitor media coverage and public sentiment, providing regular reports to senior management
• Establish and nurture relationships with key stakeholders outside the Public Sector, including media representatives, community leaders, and private sector partners
• Represent the company at public events, official meetings, and conferences, ensuring professionalism and alignment with the company’s objectives
• Handle sensitive issues and crises professionally, mitigating risks to the company’s reputation
• Provide regular progress updates against KPIs and recommendations for improvement

Qualifications and Education Requirements

• Minimum of 2 years of proven experience in public relations, with a strong focus on working with government entities
• Bachelor's degree in Public Relations, Communications, Political Science, Business Administration, or a related field. A master’s degree is a plus
• Exceptional communication and interpersonal skills in Azerbaijani and English. Russian proficiency is an advantage.
• Strong understanding of government processes, protocols, and key stakeholders in Azerbaijan
• Ability to draft, edit, and present high-quality written and verbal communications
• Strategic thinker with excellent organizational and project management skills
• Proficiency in using social media, PR tools, and Microsoft Office Suite
